Post-och telestyrelsen, the Swedish National Post and Telecom Agency, said that in order to ensure there are no adverse effects for Swedish consumers, it has decided not to allow third-generation operators to roll out CDMA 450 MHz technology.

The agency said 3G operators should complete their 3G rollouts using UMTS technology.

PTS also said it reduced base station signal requirements, reducing the number of base stations for the remaining roll out by up to 25 percent.

PTC said the move will ease operators' financial burden, and will help 3G carriers Hi3G, Tele 2/Telia and Vodafone provide the same quality of service to everyone.

In addition, PTS said that because the operators haven't covered the 8.9 million people they initially promised, the agency said it may issue fines sometime next year.

PTS is a governmental authority that monitors the electronic communications and postal sectors, which includes telecommunications, IT and radio.

The authority focuses on consumers, competition, efficient utilization of resources and secure communications.
